Who Is Somalia’s New Federal Parliament Speaker? A Career in Politics, Security and Diplomacy

Abdulkadir Mohamed Nur has been elected as the new Speaker of Somalia’s Federal Parliament, marking a new chapter in a political career that has spanned more than a decade across government, diplomacy, security, defense and legal affairs.

Nur is regarded as one of Somalia’s prominent government figures, having held several senior positions within state institutions. His diverse experience has included ministerial responsibilities, intelligence work and diplomatic service, giving him broad exposure to Somalia’s political, security and international affairs.

Experience Across Key Government Sectors

Nur previously served as Minister of Ports and Marine Transport, where he was responsible for a strategically important sector of the Somali economy. His priorities included developing and expanding port infrastructure, improving maritime transport and shipping, strengthening maritime security and safety, and supporting the country’s blue economy.

Before serving as Minister of Ports and Marine Transport, Nur was Minister of Defense from December 2021 to March 2025. During his tenure, he played a leading role in managing Somalia’s military operations against terrorist groups, while also working to strengthen the capabilities of the Somali National Army and expand international defense partnerships.

He also served as Minister of Justice from September 2020 until the end of 2021, focusing on legal reforms, strengthening the rule of law and advancing international and regional agreements related to combating corruption.

Security and Intelligence Background

Before entering the cabinet, Nur served as Deputy Director of Somalia’s National Intelligence and Security Agency (NISA) between 2017 and 2018. In that role, he was involved in overseeing intelligence operations and coordinating efforts to counter terrorist threats and protect key state institutions.

His experience in government security also includes responsibility for the presidential palace’s security, where he supervised protection teams and security plans designed to safeguard the country’s leadership during periods of crisis.

Diplomatic Experience in Türkiye

Nur’s diplomatic career dates back to 2012–2017, when he served as a diplomatic attaché at the Somali Embassy in Ankara, Türkiye. During this period, he contributed to strengthening bilateral relations and supporting cooperation programs between Somalia and Türkiye.

Academic Background

Abdulkadir Mohamed Nur holds a Bachelor’s degree in International Relations from Ankara University in Türkiye, with an academic background covering diplomacy, international law and security studies.

With his election as Speaker of the Federal Parliament, Nur takes on one of Somalia’s most important constitutional and legislative positions. His extensive background across politics, defense, intelligence, justice and diplomacy provides him with experience in several of the key areas shaping Somalia’s state-building and governance agenda.
