Somalia’s Prime Minister Delivers Keynote Speech at 5th African Peace and Development Conference in Egypt

Somalia’s Prime Minister, Hamza Abdi Barre, delivered a compelling keynote address at the 5th African Peace and Development Conference held in Aswan, Egypt, under the theme “Africa’s Power for Progress and Transformation in the Modern World.”

In his speech, Prime Minister Barre highlighted Somalia’s remarkable journey from decades of conflict toward a new era of stability, economic growth, and sustainable development. He underscored the nation’s resilience and determination to overcome the multifaceted challenges that have faced the country for years, emphasizing Somalia’s growing role as a constructive partner in regional and continental progress.

Barre outlined the key achievements of his government, including the rebuilding of state institutions, successful implementation of debt relief reforms, and enhanced cooperation with international and regional partners. He also pointed to the lifting of the decades-long arms embargo, describing it as a major step that symbolizes the global community’s renewed confidence in Somalia’s ability to maintain peace and security.

On the issue of security, the Prime Minister reaffirmed his government’s strong commitment to combating violent extremism and restoring peace across all regions of the country. He acknowledged the sacrifices made by the Somali National Army and local communities in ensuring safety and stability, noting that these efforts have contributed significantly to national recovery.

A major highlight of his speech was the unveiling of Somalia’s “2025–2030 National Transformation Framework.” The framework, he explained, is designed to guide the country’s sustainable development agenda over the next five years through six strategic pillars:

Infrastructure Reconstruction – restoring transport networks, ports, and public facilities to boost economic connectivity.

Economic Growth and Job Creation – fostering entrepreneurship, private sector investment, and youth employment.

Social Services Development – improving access to quality education and healthcare for all citizens.

Food Security and Agricultural Advancement – modernizing agriculture and ensuring self-sufficiency in food production.

Environmental Protection and Clean Energy – promoting renewable energy and addressing the impacts of climate change.

Good Governance and Accountability – strengthening transparency, public institutions, and the rule of law.

“Somalia has emerged from conflict and destruction, charting a path toward lasting peace and prosperity, with inclusive national efforts to build a united future,” said Prime Minister Barre during his address.

He expressed deep appreciation to the Government of Egypt for its continued support in Somalia’s peacebuilding and reconstruction process, describing the relationship between the two nations as “a bond of brotherhood rooted in history, culture, and mutual respect.”

The conference brought together African leaders, policymakers, and development experts to explore strategies for strengthening peace, fostering inclusive growth, and unlocking Africa’s transformative potential in the 21st century.

With Somalia’s voice resonating on such a continental platform, the address by Prime Minister Barre reaffirmed the country’s commitment to regional cooperation and its readiness to play a proactive role in shaping Africa’s peaceful and prosperous future.
