The House of the People Accelerates Pending Legislation

The Speaker of the House of the People of the Federal Parliament of Somalia, Sheikh Adan Mohamed Nur (Madoobe), today chaired the 7th session, 9th meeting of the Standing Committee, held at Villa Hargeisa in Mogadishu. The session focused on the progress of pending legislation and strategies to accelerate the parliamentary law-making process, which is vital for the country’s governance.
Speaker Madoobe opened the meeting by commending the parliamentary committees for their continuous efforts in preparing laws and conducting accountability sessions with ministries and government agencies. He emphasized that the committees play a crucial role in ensuring efficiency, transparency, and effectiveness in the legislative process, and stressed the need to accelerate their work so that the Parliament fulfills its constitutional responsibilities.
During the session, the Speaker briefed the Standing Committee members on the outcomes of the recent Eastern Africa Legislative Assembly (EALA) Speakers’ meeting held in Kampala, Uganda. Sheikh Adan Mohamed Nur highlighted that he was elected chairperson of the EALA Speakers’ meeting, and that Somalia will host the annual meeting of East African parliamentary leaders in mid-2026. This election reflects the international confidence in Somalia and its leadership role in regional legislation and economic cooperation.
Following the briefing, the Standing Committee members received detailed updates from each committee on pending legislation and remaining procedures. Committees also developed a schedule and agenda for the upcoming plenary sessions of the week. The importance of completing pending bills and presenting them to the House for consideration was emphasized, ensuring the Parliament can effectively discharge its duties.
At the conclusion of the session, Speaker Madoobe urged the parliamentary committees to continue accelerating legislative work. He noted that pending legislation forms a critical pillar for national development, citizen rights protection, and good governance. The Speaker also stressed that the Parliament must stay attuned to regional and global developments to ensure Somalia benefits from developmental opportunities and international cooperation.
